About the Australian Government’s Department of Foreign Affairs and Trade (DFAT)
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About the position
The Australian Embassy is seeking expressions of interest for the position of Honorary Consul in Tallinn, Estonia. The ideal candidate is an Australian, or a non-Australian with a personal connection to Australia, with good standing in and access to the political, bureaucratic, commercial and media community of Estonia. The successful candidate will need to be of independent means so they are not financially dependent on the honorarium provided by the Australian Government. They should also have strong organisational and communication skills, including the ability to liaise effectively with a wide range of people. Specific training on passports and consular duties will be provided to the successful applicant.
The functions of the role and the selection criteria that the Australian Embassy in Stockholm will use to assess applicants’ suitability for the position are outlined below. Expressions of interest must address each of the selection criteria.
Position summary
Honorary consuls provide assistance and protection to Australians, in accordance with the relevant provisions of the Consular Handbook and in consultation with the Australian Embassy, Stockholm.
Key functions of the role include, but are not limited to:
- providing consular assistance on behalf of the Australian Embassy, Stockholm as requested in relation to the arrest, imprisonment, extradition, repatriation, evacuation or death of Australians
- providing passport applications to the public on behalf of the Australian Embassy, Stockholm and, when accredited by the Australian Passport Office Canberra to do so, interviewing passport applicants, forwarding completed documentation to the supervising mission and, when necessary, returning passports to applicants
- with the approval of the Australian Embassy, Stockholm, issuing a Provisional Travel Document that is available from the Australian Passport Office to enable Australian citizens to travel to the supervising mission or the closest Australian mission to obtain a replacement travel document
- maintaining contact with the resident Australian community and, if instructed by the Australian Embassy, Stockholm, keeping a register of Australians resident in or visiting the consular district, and providing copies of these registrations to the Australian Embassy, Stockholm
- on instruction from the Australian Embassy, Stockholm, providing Travellers Emergency Loans to Australian citizens in need of temporary financial assistance, endorsing their passports accordingly, and removing endorsements when loans are repaid
- assisting in increasing Australian commercial interests in Estonia
- assisting in furthering Australian cultural, educational, scientific and technological interests in Estonia
- assisting in building general public awareness of Australia in Estonia through, for example, the dissemination of information on Australia
- engaging in ceremonial and public affairs activities as a representative of Australia, as requested/authorised by the Australian Embassy, Stockholm
- assisting in administrative arrangements for visiting Australian officials, including travel, accommodation and appointments
- maintaining good relations with the Estonian Government and local authorities, in particular branches relevant to Australia's consular and other interests and, when explicitly requested by the Australian Embassy, Stockholm, acting as a communication channel between it and the Estonian Government
- providing visitor visa applications to the public on behalf of the Australian Embassy, Stockholm and, when necessary, forwarding completed documentation to the supervising mission and returning passports to applicants
- providing enquirers about migration to Australia with contact details of the nearest Department of Immigration and Customs representation.
Selection Criteria
- should be an Australian citizen, or non-Australian with a personal connection to Australia
- should be long-term residents of Estonia and intends to remain in Tallinn there for at least three (3) years
- should possess office accommodation of an appropriate professional standard for the representation of Australia's interests
- should be fluent in English and preferably Estonian language proficiency
- should have sufficient time to perform the various functions, including meeting the reasonable expectations of Australians who might seek assistance
- does not hold a consular commission from another country or any government or official position in their country of residence or citizenship.
